Subject: Prehearing Analysis and Case Workup

Background

On June 19, 1991, the Deputy Commissioner for Programs requested that the Social Security Administration (SSA) Regional Commissioners (RCs) identify high volume representative firms that significantly impacted on field office (FO) workloads due to the practice of servicing hearing offices (HOs) (see Hearings, Appeals and Litigation Law (LEX) (HALLEX) manual I-2-070, Hearing Office Servicing Area) sending files to these FOs for review and copying by the representative firms. The Kansas City RC identified five high volume representative firms for which we will institute the alternative procedure outlined below.

Explanation of Content and Changes

We added an exception to HALLEX I-2-135 A. 2. If the party requesting to review the claim file is one of the firms or individuals listed in HALLEX I-2-195 Exhibit 1, the servicing HO will send the file to the HO, instead of the FO, closest to the firm's place of business. Servicing HOs may continue to photocopy the requested documents and send them directly to these representatives if that is office procedure.
