This transmittal provides guidelines that apply to preparing decisions for the Appeals Council in cases at the request for review level which involve the issue of disability.

Before using these guidelines, analysts should read the instructional material and briefly review all of the decision shells and sets of findings. Maximum use of this material and careful, legible completion of coding sheets should save the analysts' time and enhance the word processing operators' abilities to handle the workload.
