Vincent Morgan Miles graduated from the University of Virginia and Washington and Lee University. He practiced law in Fort Smith, Arkansas and served as an Infantry Captain in World War I. He was the Department Commander of the American Legion in Arkansas and was the Democratic National Committeeman from Arkansas for 19 years before joining the Social Security Board. He served as a Regional Adviser in the Public Works Administration and on the National Resources Board in the Roosevelt Administration, prior to his service on the Board.

Following his tenure on the Social Security Board, Miles worked in the Department of Justice and as Solicitor of the Post Office. Miles died in 1947 and is buried in Arlington National Cemetery.
