Background

This transmittal reflects the addition of Appeals Council Interpretations as HALLEX, Volume II, Part 5, and makes several nomenclature changes.

Explanation of Content and Changes

I-1-001 has been revised to correct the meaning of the acronym H-A-L-L-E-X to Hearings, Appeals and Litigation Law (LEX) manual.

I-1-002 A. has been changed to provide that, in addition to providing instructions that apply only for a limited time period, temporary instructions also address special situations or communicate information that will later be incorporated into other HALLEX divisions. This section also has been revised to indicate that HALLEX, Volume II, Part 5 has been designated for Appeals Council Interpretations.

I-1-003 has been revised to reflect the change in title for Appeals Council members to Administrative Appeals Judges (AAJs).
