Explanation of Content and Changes

This issuance updates HALLEX Volume I Table of Contents based on new section I-3-085, which explains Office of Appellate Operations (OAO) branch screening on receipt of subsequent claims. We moved “OAO Branch Screening for Other Reasons” from I-3-085 to I-3-086. We added section I-3-121 to delineate appropriate action when the claimant files a new application while a request for Appeals Council review is pending. These changes are made in transmittal I-3-25, dated November 10, 1994.
