Background

This transmittal amends section I-2-1-35 of the Hearings, Appeals and Litigation Law (HALLEX) manual for consistency with a Federal Register Notice (FRN) published on April 18, 2016. See 81 FR 22697.

Explanation of Content and Changes

In HALLEX I-2-1-35, we made changes to reflect changes based on the FRN. Specifically, we moved information about providing the opportunity to examine a claim(s) file from subsection A to subsection B, and modified the instruction to be consistent with the mandate in the FRN. We retitled subsection A “General Policy” to more accurately reflect the content of the subsection. We added two sub-subsections in B to distinguish between the procedures for electronic claim(s) files and paper claim(s) files, and we added appropriate references to HALLEX I-5-1-22. We added a cross reference to HALLEX I-5-1-22 in subsection C.
