Subject: Scheduling and Notice of Hearing

Background

This transmittal amends the Hearings, Appeals and Litigation Law (HALLEX) manual Chapter I-2-3 to update and clarify procedures on processing special notices for the blind and visually impaired.

Explanation of Content and Changes

This transmittal revises I-2-3-50 to provide additional instructions for identifying and processing special notices for the blind and visually impaired. We also made various minor editorial revisions.

I-2-3-50 A. – We revised the subsection title and provided a clearer description of who may request special notices. We added a “NOTE” providing information concerning “proper applicant” and “first party reporter,” with references.

I-2-3-50 B. – We revised the subsection title and expanded the criteria for a blind or visually impaired person who elects to receive special notices from us in English or Spanish. We deleted the “Exception.” We added a “NOTE” referencing data compact disc. We also added information describing procedures for other special notice accommodations, with reference.

I-2-3-50 C. – We added a hyperlinked reference for hearing office procedures on special notice options.

I-2-3-50 D. – We deleted the content of subsection D. Therefore, the content formerly found in subsection E now appears in subsection D.

I-2-3-50 E. – We moved the information to subsection D and deleted subsection E.
