Background
This transmittal amends section I-4-3-84 of the Hearings, Appeals and Litigation Law (HALLEX) manual to provide updated instructions for proffer issues at the Appeals Council level.
Explanation of Content and Changes
We amended the title of HALLEX I-4-3-84 to “Appeals Council Decisions-Proffering Evidence.” We updated instructions relating to proffering evidence consistent with new instructions in HALLEX I-3-2-16, but with minor variations for court case processing.
