3. Annotate TI 5-301, Supplement D (formerly Interim Circular No. 149, Supplement D to show that the continuation of disability benefits during appeal provisions have been made permanent by the Omnibus Budget Reconciliation Act (OBRA) of 1990 (see section 223g(3) of the Act).

• Briefly describes the purpose and format of Temporary Instructions. (Temporary Instructions replace the Interim Circulars which were in the OHA Handbook.)

• Identifies the Temporary Instructions which were originally issued as Interim Circulars.

• Transmits the Index of Temporary Instructions.

Insert

In the binder for TIs, insert the Index of Temporary Instructions behind the Tab marked “Index of Temporary Instructions.”

Insert 5-000 after the Indexes.

Insert the TIs which were converted from Interim Circulars, as identified above, in numerical order after 5-000.
