A new section (6-00-05, Uniqueness of Identifiers) has been added to Chapter 6-00 (General Instructions) which emphasizes the importance of showing the complete shell or stored paragraph designation. The uniqueness of identifiers is especially important now that CS&SS is gaining the capacity to use "dual density" diskettes which have four times the storage capacity of the old diskettes.

Chapter 6-30 of the Appeals Text Guide contains shells and stored paragraphs which will cover most situations in which the AC is giving notice that it will review a case. This includes review where the AC grants a request for review, reviews on its own motion, or reopens a prior decision for review.

Note that all notices of review now call for a citation of the regulatory basis for review. Notice also that, unlike the existing text, there are no formats where a notice of AC review is directed to the representative. All notices of review are to be addressed to the claimant with a copy sent to the representative, if any.

Before attempting to use the standardized text contained in this chapter for the first time, analysts should read the instructional material and briefly review all of the notice shells and stored paragraphs. If necessary, clarification of any points that are not clear should be obtained. Maximum use of the available text and careful, legible completion of coding sheets will save time for the analysts and will greatly enhance the capacity of typing units to handle large workloads.
