This transmittal revises Chapter 6-20 of the Appeals Text Guide. This chapter contains remand order shells and stored paragraphs.
The format and much of the wording in the remand orders have been changed. Specifically, we have
Placed the basis for the Appeals Council's granting review or reviewing the case on its own motion at the beginning of the remand order (second paragraph in most cases);
Included in the Appeals Text Guide a new remand order shell for abandonment dismissals (REM 11);
Simplified the regulatory citations in all remand order shells;
Revised the stored paragraph language dealing with vocational considerations (SP 30 RR through SP 34 OM);
Deleted the “sunsetted” language concerning the evaluation of pain in Remands 21, 22, and 23;
Included reminders for analysts to apply pertinent circuit case law;
Removed the passive voice whenever possible; and
Added section 6-20-04, Basic Guidelines for Insert Paragraph(s)
Please review this entire section before attempting to use it. If you detect any errors or encounter any problems in using this material, inform your Branch Chief promptly so that we can take corrective action.
When notified, begin using the transmitted material and discard the existing standardized text in chapter 6-20.
