Questions and Answers Interventional Cooperative Agreement Program (ICAP)

A: There is no requirement for a proposed project to serve a specific age-group. We do require that any proposed project must address goals under at least one of the five priority topics of interest. (Please see Section I.C of the RFA.) In the project narrative part of the application, you must identify the priority topic(s) the proposed intervention will address and explain how the intervention would address the priority topic(s). For more information, please see Section V.B of the RFA.
A: Only organizations are eligible to apply for ICAP; individuals are not eligible to apply for ICAP. Federal organizations are not eligible to apply. Please see the RFA for the full list of eligible organizations.

A: Yes. State agencies are eligible to apply for the ICAP. For more information about eligibility, please see Section III of the RFA.
A: ICAP projects may take place anywhere in the United States.
A: ICAP awards are not distributed by state or region; the ICAP competition is national. Up to three projects will be funded.
A: Services provided as a part of an intervention under an ICAP project must address at least one of the priority topics of research listed in the RFA. Applicants should identify their population of interest as a part of their project narrative, including any age restrictions, and tailor their intervention appropriately.
A: Services provided as a part of an intervention under an ICAP project must address at least one of the priority topics of research listed in the RFA. Applicants should identify their population of interest as a part of their project narrative, including if they plan to focus the intervention on individuals (or families) receiving other social services.
A: Services provided as a part of an intervention under an ICAP project must address at least one of the priority topics of research listed in the RFA. Applicants must explain in their project narrative and project model how the planned services will improve outcomes related to the priority topic of interest.

A: There is no set minimum allowable project budget. SSA would consider awarding a $0 cooperative agreement if an organization had existing funding necessary to cover the cost of the project but wanted to partner with SSA for non-funding reasons.
A: For the purposes of this RFA, compensation provided to study participants as incentives should be distinct from the intervention that an applicant is proposing to evaluate. If the distribution of payments to individuals is a component of the intervention that an applicant is proposing to evaluate, these payments would not be considered "incentives" and would not count toward the 10 percent cap described on page 29 of the RFA.
