For Social Security benefits, the United States (U.S) is defined as:

If You Were Born Outside The U.S.

If the place where you were born is not listed, please make sure you use the name of your country at the time of your birth.

The names of countries or places of birth may change over time. For example, you should select "Soviet Union" if you were born in a country that is not in the list but used to be part of the "Union of Soviet Socialist Republics" (USSR).

To pay you Social Security benefits, we may ask for documents showing that you are a U.S. citizen or lawfully admitted non-U.S. citizen.
