This group of records is not set up in any well
organized fashion, largely perhaps because the CES was established
as only a temporary organization.23 Included in these materials
are minutes of meetings of the CES and of its technical board,
advisory council, and various subcommittees. The researcher
can follow the evolution of the CES final report to the President
through its several drafts. There is also a quantity of correspondence with officials of Government departments, Congressmen, non-government experts, organizations, and citizens. Many speeches given by Miss Perkins and other members of the CES in seeking support for the Economic Security Bill (ultimately, the Social Security Act) are also included. The various congressional bills and amendments are treated at length, with recommendations offered for and against their inclusion in the economic security measure. The alternative proposals, including the Townsend Plan, are dealt with in considerable detail. There is a large amount of material on the issues that applied to individual States, in the form of State bills, acts, reports and other data concerning unemployment compensation, old age assistance, and child welfare. There is also voluminous correspondence with State officials and others on these matters. In the miscellaneous category are found newspaper clippings, pamphlets, and press releases, as well as applications from individuals who sought jobs or information from the committee. |
