A young Wilbur Cohen in the early days of the Social Security Board, along with Maurine Mulliner, Executive Secretary of the Board. Circa 1937. Maurine described this as "her favorite picture" and said of Wilbur Cohen that "if anybody deserved to be called Mr. Social Security, it was Wilbur Cohen."
