Charles Schottland was born in Chicago, Illinois. He attended the University of Southern California Law School and was admitted to the California bar in 1933. From 1933 to 1936 Mr. Schottland served in an executive capacity with private welfare agencies, followed by an appointment as Administrator of the State Relief Administration of California. In 1941 he was appointed assistant to the chief of the Children's Bureau. During the war, from 1942 to 1945, he served in Europe as a lieutenant colonel on the staff of General Dwight D. Eisenhower. In 1945 he accepted the post of assistant director of the United Nations Relief and Rehabilitation Administration in Germany. Mr. Schottland headed the California welfare department from 1950 until 1954, when President Eisenhower appointed him Commissioner of the Social Security Administration, a post he retained until 1959 when he resigned to pursue a career in the academic arena.
