Under section 101 of the Immigration and Nationality Act of 1952, “the term national of the United States means (A) a citizen of the United States, or (B) a person who, though not a citizen of the United States, owes permanent allegiance to the United States.” Those in category (B) include natives of American Samoa and Swain’s Island. A Belgian national means any person who is accorded nationality by Belgium, including, but not limited to, a person who carries a valid Belgian passport or other valid identity document designating the person as a Belgian national.
