International Programs -U.S.-Belgian Social Security Agreement - Article 11.2

Article 11.2 establishes the procedure to be followed in converging periods of coverage under the Belgian system into equivalent periods under the U.S. system.  Periods of coverage under the U.S. system are measured in terms of calendar quarters while Belgian periods of coverage are measured in months.

The Belgian agency, in accordance with Article 5 of the U.S.-Belgian Administrative Agreement for Implementation of the Agreement, will certify to SSA the months in which a person has coverage under the Belgian system.  SSA will then credit one quarter of coverage for every 3 months (and remaining fraction) of coverage certified by the Belgian agency during a calendar year to the extent the months do not coincide with calendar quarters of coverage credited under the U.S. system.
