President Signs into Law H.R. 804, Excluding Certain Payments Made Under the National Flood Insurance Program

On September 20, 2005, President Bush signed into law H.R. 804, (Public Law 109-64).

The law includes the following provision relating to means-tested assistance programs' treatment of grants for reducing future flood damage. (This is the same provision described in Legislative Bulletin 109-4.)

Treatment of Certain Payments Under National Flood Insurance Program

  • Amends the National Flood Insurance Act of 1968 to specify that assistance provided under a program for flood mitigation activities with respect to a property would not be considered income or a resource of the owner of the property when determining eligibility for or benefit levels under any income assistance or resource-tested program (including Supplemental Security Income) that is funded in whole or in part by a Federal agency or by appropriated Federal funds.
  • Effective upon enactment.
