President Signs H.R. 7032, the
“Congressional Budget Office Data Sharing Act”

On September 30, 2024, the President signed H.R. 7032, the Congressional Budget Office Data Sharing Act (Public Law 118-89).  The bill previously passed the Senate on September 10, 2024, without amendment by unanimous consent, and the House on April 29, 2024 by voice vote under suspension of the rules.

H.R. 7032:

  • amends the Congressional Budget and Impoundment Control Act of 19741 to require Executive branch agencies2 to furnish – with or without a written agreement – any material, as determined by the Director of the Congressional Budget Office (CBO), necessary to perform the Director’s duties provided the Director maintains the same level of confidentiality as required by law3 of the agencies furnishing the material.
  • requires CBO to submit a report to Congress4 no later than one year after enactment that lists any request to Government entities for material pursuant to a written agreement and challenges faced in accessing such material.

Effective Date

  • Unless otherwise stated, the provisions of this bill are effective upon enactment.
