Prevailing Over Women’s Economic Roadblocks (POWER)

Objective

Women face roadblocks in economic advancement, such as being paid lower wages than men, facing discrimination at work, and social pressure to be stay-at-home caretakers without pay. Additionally, these challenges are compounded for women of color and those with disabilities. The Prevailing Over Women’s Economic Roadblocks (POWER) project seeks to identify structural barriers to women’s financial advancement and design solutions to overcoming these barriers, and to better address labor market disparities and improve retirement outcomes for women.

Status

SSA awarded a contract to Urban Institute to facilitate focus groups and a TWG in May 2024. We have completed the focus groups and are preparing for Phase 2. SSA will post reports on this page as they become available.

Focus Group and Technical Working Group (TWG)

SSA invited advocates for women’s economic advancement to join our focus group and share their experiences with issues that women face as they seek economic security. Those who join the TWG will help identify solutions to key issues identified by the focus group.

SSA will conduct this activity by hiring the Urban Institute to facilitate focus groups and a Technical Working Group (TWG). This will be done in two phases.

  1. Phase 1: Identification Phase - The focus group will consist of advocates for women’s economic advancement and seek to identify specific issues that women face as they seek economic security.
  2. Phase 2: Response Phase - The contractor will convene the TWG to identify solutions to the issues identified in the focus group. SSA is specifically seeking to know if there are changes to policy or program rules that can contribute to greater economic security for women, especially at retirement age.
